Integration of Collaboration to Enhance Safety Efficiency for Tourists in Pattaya

Abstract

This research article aimed to propose guidelines for integrating collaboration among relevant agencies and sectors to enhance the efficiency of safety management for tourists in Pattaya. The study employed a qualitative approach using in-depth interviews with key informants, including: (1) the Governor of Chonburi Province or a representative, (2) the Mayor of Pattaya or a representative, (3) the Director of the Chonburi Provincial Tourism Office, (4) the Provincial Tourism Officer, (5) the Superintendent of Pattaya Police Station, (6) a representative of hotel operators, (7) a representative of tourism business operators, and (8) a representative of local residents. Data were analyzed using content analysis.

The findings revealed that the operational approach to enhancing tourist safety in Pattaya involves strategic planning and coordination through the establishment of a joint operations center for tourist safety, responsible for planning, setting strategies, and continuous monitoring and evaluation. It also includes the development of communication and alert systems via a centralized platform and multilingual mobile applications, as well as human resource development through standardized training programs. Safety is further strengthened through the use of modern technologies such as CCTV, real-time alert and tracking systems, and the improvement of laws and regulations to define roles and facilitate information sharing. Additionally, the approach emphasizes participation from civil society and local communities, the creation of surveillance networks, continuous evaluation and improvement, public relations, and the development of safety-related infrastructure.
