Abstract

This research article aimed at the following: 1) to examine the current conditions, expected conditions, and needs of the Professional Learning Community (PLC) in promoting active learning management among teachers under the Secondary Educational Service Area Office of Surat Thani and Chumphon; 2) to develop a PLC model to enhance teachers’ active learning management; and 3) to analyze the utility and feasibility of the developed model. The key informants consisted of nine experts for the evaluation of accuracy and appropriateness, and eleven experts for the assessment of utility and feasibility. This study employed a mixed-methods approach and was conducted in three phases. The participants included 184 teachers selected through stratified random sampling. The research instruments were a questionnaire and evaluation form, while the data were analyzed using content analysis, percentage, mean, standard deviation, and the Priority Needs Index (PNI).

The findings revealed that: (1) the current condition of the PLC was at a moderate level, while the needs for developing the PLC to promote active learning management were at the highest level; (2) the developed PLC model and its implementation manual consisted of five components: principles, objectives, elements, development procedures, and success factors. The model was found to have a high level of accuracy (equation  = 4.78, S.D. = 0.47) and propriety (equation  = 4.71, S.D. = 0.54); and (3) the evaluation results showed that the model had the highest level of feasibility (equation  = 4.78, S.D. = 0.47) and utility (equation  = 4.82, S.D. = 0.41).
