Administrative Guidelines for Promoting Academic Excellence in Schools under Phra Nakhon Si Ayutthaya Education Service Area Office 2

Abstract
This research article consisted of the following objectives: 1) to develop and validate administrative guidelines for achieving academic excellence in schools; and 2) to evaluate the effectiveness of the administrative guidelines for achieving academic excellence in schools. The study was conducted in two phases. Phase 1 involved the development of the administrative guidelines through a review of relevant documents, followed by content validity assessment by 5 experts selected through purposive sampling. The research instrument was a content validity assessment form, and the data were analyzed using the Content Validity Index (CVI). Phase 2 involved evaluating the propriety and feasibility of the proposed guidelines. The sample consisted of 226 school administrators and academic division heads from schools under the Phra Nakhon Si Ayutthaya Primary Education Service Area Office 2, selected through simple random sampling (with 2 participants per school). The research instrument was a questionnaire, which demonstrated high reliability with a coefficient of 0.97 for propriety and 0.98 for feasibility. Data were analyzed using percentages, means, standard deviations, and t-tests.
The findings revealed that 1) The administrative guidelines for achieving academic excellence in schools comprised 7 dimensions, with CVI values ranging from 0.80 to 1.00 across all dimensions: (i) Leadership, with 9 specific practices; (ii) Strategy, with 7 practices; (iii) Students and Stakeholders, with 7 practices; (iv) Measurement, Analysis, and Knowledge Management, with 7 practices; (v) Personnel, with 6 practices; (vi) Academic Operations, with 9 practices; and (vii) Outcomes, with 11 practices, totaling 56 specific practices. 2) The evaluation of the guidelines indicated that all 7 dimensions were of high propriety and feasibility, with mean scores exceeding the established criterion of 3.50, showing statistical significance at the .05 level.
