The Development Process of Early Childhood Development Centers in Don Mueang District, Bangkok

Abstract
This research article consisted of the following objectives: 1) to examine the problems and obstacles in managing early childhood development centers in Don Mueang District, Bangkok; 2) to investigate the processes of developing early childhood development centers in Don Mueang District, Bangkok; and 3) to propose a development model for early childhood development centers in Don Mueang District, Bangkok. The study employed a qualitative research approach, focusing on both field data and documentary analysis. Data were collected through lessons learned and semi-structured interviews with 25 key informants, selected purposively and divided into three groups: 1) center administrators, 2) teachers/caregivers, and 3) parents. Data were analyzed using content analysis and synthesized to address the research objectives.
From the study, the following results were found: 1) The study identified four main problems and obstacles in the management of early childhood development centers in Don Mueang District: (1) insufficient staff and a lack of job security, (2) limited budgets and delayed disbursements, (3) a learning environment that is not conducive to child development, and (4) a social context in which parents do not participate in center activities. These challenges negatively affect the quality of care and the holistic development of children. Therefore, the centers require systemic support, including adequate funding, sufficient personnel, and collaborative mechanisms involving various stakeholders. 2) The process of developing early childhood development centers was found to cover four main areas: (1) academic management emphasizing learning through direct experiences, (2) participatory budget management, (3) continuous personnel development, and (4) general administration focusing on safety and a child-friendly environment. These processes reflect a proactive management approach that seeks to align with the specific needs of the local context, although some limitations still remain. 3) The development model for early childhood development centers in Don Mueang District was found to comprise four key components: (1) participatory administration, (2) child-centered learning, (3) continuous teacher development, and (4) systematic evaluation. The strength of this model lies in its contextual application, leveraging community and network support to promote sustainable learning and enhance the quality of life for early childhood.
