Human Resource Development of Local Governments in Nonthaburi Province during the Era of Digital Transformation

Abstract

The research article consisted of the following objectives: 1) to analyze the current status of human resource development in local government organizations in Nonthaburi Province during the era of digital transformation, 2) to examine the problems and obstacles of human resource development in local government organizations in Nonthaburi Province during the era of digital transformation, and 3) to propose guidelines for enhancing human resource in local government organizations in Nonthaburi Province during the era of digital transformation. This qualitative research collected data from key informants, including 18 administrators and staff members of municipalities in Nonthaburi Province and 4 scholars specializing in human resource development, totaling 22 participants. Purposive sampling was employed, and data were collected through interviews. The data were analyzed using descriptive summarization.


The findings reveal that 1) Despite clear national digital policies and strategies, the implementation of human resource development in local government organizations in Nonthaburi Province faces limitations in terms of budget, organizational structure, and training programs that do not align with the necessary digital skills, particularly among operational staff; 2) Challenges in human resource development include a lack of digital skills among senior employees, outdated technological infrastructure, and unclear incentives for capacity building; and 3) Proposed strategies for enhancing human resources in the digital era include developing a three-tiered digital development strategy (basic, intermediate, and advanced), promoting continuous learning through online platforms, establishing monitoring systems, allocating dedicated budgets, and fostering an organizational culture that supports digital mindsets, with an emphasis on collaboration with educational institutions and the private sector to strengthen personnel capabilities.
