Digital Leadership Development Model of Secondary School Administrators under the Office of the Basic Education Commission

Abstract
This research aimed to 1) study the components and development approaches of digital leadership, 2) create and validate a digital leadership development model, and 3) evaluate the digital leadership development model for secondary school administrators under the Office of Basic Education Commission. A research and development methodology was employed through three phases: 1) studying digital leadership components and development approaches through expert interviews with 5 specialists, 2) drafting and validating the model through a connoisseurship seminar with 9 experts, and 3) evaluating the model with 346 school administrators.
The research findings were as follows: 1) Digital leadership for secondary school administrators comprises eight components: digital vision and strategy, digital knowledge and skills, digital culture and learning creation, digital change management, digital human resource development, digital innovation and value creation, digital collaboration and networking, and digital security and ethics. The development approach consists of six elements: development process, development methods, roles of participants, roles of developers, development duration, and measurement and evaluation. 2) The constructed model, consisting of digital leadership components and development approaches, was validated by experts as appropriate and practical. 3) School administrators evaluated the model as having the highest level of feasibility and utility, making it suitable for developing digital leadership competencies required in the digital transformation era. This model serves as a strategic tool for enhancing digital leadership capacity aligned with the demands of digital transformation in Thai secondary education.
