Abstract

This research article aimed to: 1) study foundational data for developing a school administration model toward a digital-era organization for schools in the Northeastern region; 2) develop the digital-era school administration model, 3) pilot test the model, and 4) evaluate the model. The sample comprised 325 school administrators selected through stratified random sampling. Qualitative data were collected via interviews with six purposively selected experts and expert panel discussions involving nine purposively selected specialists. The target group for the pilot test consisted of 20 volunteer school administrators, while 20 purposively selected administrators participated in the evaluation. Research instruments included questionnaires on current conditions (reliability = 0.87) and desired conditions (reliability = 0.91), interviews, expert panel discussion guides, feasibility questionnaires, tests, behavioral observation forms, and questionnaires assessing propriety, utility, and satisfaction. Statistical analyses included percentages, means, standard deviations, needs assessment, and relative gain scores.

The findings revealed that 1) The current condition for developing a digital-era school administration model in Northeastern schools was at a moderate level, while the desired condition was at the highest level; the top priority need was digital personnel development; 2) The developed model comprised principles and objectives, implementation methods, administrative mechanisms, evaluation guidelines, and success conditions, and was assessed as highly feasible; 3) The pilot group demonstrated an average relative development score of 76.76, with post-development behaviors significantly higher than pre-development; and 4) The model was evaluated of high propriety, utility, and satisfaction by participants.
