Desirable Characteristics of Local Administrators in the 21st Century of People in Phan Thong District, Chonburi Province

Abstract

The research objectives were: 1) to study the desirable characteristics of local administrators in the 21st century according to the opinions of people in Phan Thong District, Chonburi Province; and 2) to study the recommendations on the desirable characteristics of local administrators in the 21st century according to the opinions of people in Phan Thong District, Chonburi Province. This was quantitative. The study population consisted of 51,821 people living in Pan Thong District, Chonburi Province. The sample was randomly selected from the population by using the stratified random sampling method, the research instrument was a questionnaire. The quality of the instrument was tested by finding the reliability using the Cronbach's alpha coefficient formula. The statistics used for analysis were percentage, mean, and standard deviation.


The research results found that: 1) the desired characteristics of local administrators in the 21st century according to the opinions of people in Phan Thong District, Chonburi Province, were overall at a high level (equation = 3.76, S.D. = 0.42). When considering each aspect, it was found that all aspects were at a high level, with the aspect ranked from highest to lowest mean as follows: ethics (equation = 3.85, S.D. = 0.40), vision (equation = 3.72, S.D. = 0.35), personal characteristics (equation = 3.68, S.D. = 0.31), management  (equation = 3.66, S.D. = 0.35), responsibility (equation = 3.62, S.D. = 0.35), and leadership (equation = 3.55, S.D. = 0.37), respectively; and 2) the recommendations on the desirable characteristics of local administrators in the 21st century according to the opinions of people in Phan Thong District, Chonburi Province, found that local administrators should be transparent and responsible in their decisions and actions in order to build trust from the people. In addition, technology and innovation should be used in management and service provision to increase efficiency in accessing information. In addition, public participation in decision-making and activities should be promoted and local development should be sustainable, taking into account the economy, society and the environment.
