Developing a Safe School Administration Model through a Digital-Based Approach under the Office of the Basic Education Commission

Abstract

This research article aimed to develop a safe school administration model using a digital-based approach under the Office of the Basic Education Commission. The study was conducted in four phases: 1) studying foundational data using a sample of 395 school administrators selected through stratified random sampling; the instruments used included questionnaires assessing current conditions (CVI = 0.80–1.00, reliability = .89) and desired conditions (CVI = 0.80–1.00, reliability = .93), along with structured interviews with six experts selected through purposive sampling to identify development guidelines; 2) developing the model based on expert input from nine specialists, also purposively selected, using expert review protocols and a feasibility assessment questionnaire; 3) implementing the model with 20 volunteer school administrators using achievement tests and behavioral observation forms; and 4) evaluating the model with 20 school administrators through questionnaires measuring appropriateness, usefulness, and satisfaction. Statistical methods used included percentage, mean, standard deviation, and needs assessment analysis.


The research findings revealed that: 1) The foundational data for developing a safe school administration model using a digital-based approach indicated that the current conditions were at a moderate level, while the desired conditions were at the highest level; the most critical need identified was related to threats arising from human violence; 2) The developed model consisted of five components: (1) principles and objectives, (2) implementation methods, (3) administrative mechanisms, (4) evaluation guidelines, and (5) success conditions. The model's feasibility was evaluated at the highest level; 3) The implementation results showed that both knowledge scores and behavioral levels after the development were higher than before the development; and 4) The evaluation of the model indicated that its propriety and utility were rated at the highest level, as was the level of participant satisfaction.
