The Scenario of the System for Promoting Health Literacy among the Elderly in the Next Decade

Abstract
The research article consisted of the following objectives: 1) to explore concepts and theories, as well as analyze and synthesize documents related to the development of a scenario of the system for promoting health literacy among the elderly in the next decade; and 2) to outline the scenario of the system for promoting health literacy among the elderly in the next decade. The study used ethnographic delphi futuristic research (EDFR) technique. A sample group consisted of 20 experts in the elderly and health literacy including 3 doctors, 7 nurses, 4 nursing teachers, 3 experts in health literacy research, 1 public health specialist, 1 health insurance specialist, and 1 public health and environmental specialist. All of these were selected by purposive sampling. The research tools were a semi-structured interview form and a 5-point Likert scale questionnaire. The qualitative data were analyzed by content analysis. The quantitative data were examined by median, mode, and interquartile range.
From the study, the following results were found: 1) The scenario framework of the system to promote health literacy among the elderly in the next decade includes the elderly who are more likely to suffer from chronic non-communicable diseases and have lower health literacy. The government has a plan to promote health literacy concepts as well as concepts for developing health literacy that are relevant to health promotion. Sorensen and his team have ideas that aim to prepare long-term care for elderly in order to deal with increasing dependency. The government plans to produce and develop manpower with expertise in caring for the elderly, including allowing people to participate in managing their own and social health problems and having a standardized health service system; 2) The scenario of the system for promoting health literacy among the elderly is as follows (1) The guidelines for developing health literacy, which include the development of technology and innovation for health care, the development of health literacy divided into early childhood, school age, adolescence, and working age, the social integration of the elderly, advice from medical personnel, policies to promote health literacy, and health literacy assessment, (2) The health care system for the elderly, which includes a community health management system, a primary health care system, a health service system for the elderly and an elderly care center, (3) The development of health-related media, which includes various communication channels, media for vulnerable people, advertising media management, dissemination of information,and the production of standardized and appropriate media, (4) Multidisciplinary cooperation and health networks, which include a collaborative network system, multidisciplinary cooperation, and a collaboration with international organizations, and (5) Support and promotion of health literacy development, which includes the development of health personnel, budget for elderly care, and social and environmental support.
