Communication for Leader Characteristics in Chief Executive of the Local Administrative Local Organization for Building Political Popularity in Southern Area

Abstract

The objective of this research is to study the communication characteristics of local government organization executives to create political popularity in the southern region regarding: 1) characteristics of the executives, 2) communication management, 3) communication strategies, and 4) communication development approaches. The research was conducted qualitatively using in-depth interviews with a semi-structured interview format. The main informants included: 1) organizational executives (6 individuals), 2) public relations team leaders (6 individuals), 3) communication operations officers (6 individuals), 4) community leaders as information recipients (12 individuals), and 5) communication experts (3 individuals), totaling 33 individuals. A purposive sampling technique was used.


The research findings are as follows: 1. Characteristics of the executives include a minimum education level of a bachelor's degree, credible and trustworthy accomplishments suitable for organizational management. They demonstrate self-sacrifice and are relied upon by the public. They possess competencies in listening, speaking, writing, and presenting professionally, as well as a memorable and approachable image. They demonstrate appropriate behavior, are accessible, serve as good role models, work with clear goals, and adhere to correctness principles. 2. Communication management involves enhancing distinctive qualities in carrying out responsibilities related to organizational management. This includes long-term local development planning, managing a desirable image through appropriate attire for the tasks, displaying sincerity, understanding others, and effectively managing tasks through planning, organizing, controlling, and working to achieve the expected outcomes. It also involves managing communication skills and utilizing technology for organizational management tasks and various coordination. 3. Communication strategies emphasize on the importance of on-site presence to coordinate benefits and problem-solving. Managing the organization and network through customary activities and local culture context. Encouraging participation by focusing on the people's needs as a basis. Creating awareness through the organizational communication process and ensuring that executives and the organization are accessible to the public. Additionally, evaluating communication outcomes for networking, relationship building, perception creation, and using results for adjustments and improvements. 4. Communication development approaches encompass (1) developing executive characteristics, (2) developing communication management, and (3) developing communication strategies for executives.
