A Model of Personnel Management Based on the Principles of Morality and Transparency for the Primary Education Service Area Office

Abstract
The research article aimed at the following objectives: 1) investigating the current conditions and needs for the personnel management based on the principles of morality and transparency by the Primary Educational Service Area Office; and 2) creating a model of personnel management based on the principles of morality and transparency by the Primary Educational Service Area Office. The study employed a mixed-method research approach. The sample group included educational administrators and personnel under the Primary Educational Service Area Office in the Northeastern Region, totaling 222 individuals selected by stratified random sampling. The target group consisted of 4 individuals selected through purposive sampling from the Educational Service Area Office and organizations with best practice. 3 directors of Educational Service Offices with best practices in personnel management and 1 representative of the Provincial Anti-Corruption Commission were interviewed. The tools used were a questionnaire with a 5-point Likert scale with a reliability of 0.97 and a structured interview form. The data were analyzed using percentage, mean and standard deviation.
From the study, the following results were found: 1) Opinions about the current conditions and needs for the personnel management based on the principles of morality and transparency by the Primary Educational Service Area Office were overall at a high level; and 2) A model of personnel management based on the principles of morality and transparency by the Primary Educational Service Area Office consists of (1) model principles, namely the principles of morality, transparency, effective communication, and the creation of shared organizational values; (2) model objectives, i.e. guidelines for improving the efficiency of personnel management based on the principles of morality and transparency and guidelines for the Educational Service Area Office to apply a model of personnel management based on the principles of morality and transparency that is suitable for their organizations; (3) model procedure, i.e. the first component refers to workforce planning by defining posts and academic works based on the principles of morality and transparency, the second component refers to recruitment and appointment based on the principles of morality and transparency, the third component refers to protection and reward based on the principles of morality and transparency. The subcomponents include (3.1) disclosure of useful news and information, (3.2) convenient gaining access to news and information, (3.3) appropriate self-behavior, (3.4) verification of accuracy and clarity, and (3.5) improvement of the working mechanism with the goal of transparency; (4) model evaluation, i.e. the evaluation of the personnel management process based on the principles of morality and transparency, as well as satisfactory evaluation of a model; and (5) conditions for success, i.e. raising positive awareness of the organization, shared responsibility and participation, using technology in communication, verifying information and procedures, and developing technology system by using various platforms. From evaluating the propriety and feasibility of a model, the results showed that both were at the highest level, with propriety at =4.91, S.D.=0.30, and feasibility at
=4.84, S.D.=0.36.
