Abstract

This is a documentary research that focuses on the study of the drug law as a bottleneck to the development of Cannabis medicine. The researcher studied and found that marijuana has been used in medical treatment for more than 10,000 years in human history.


In Thailand, the researcher found that marijuana has been used as one of the cooking ingredients and also in medical treatment for a long time. Internationally, some countries such as Japan and England, marijuana is regarded as addictive drug and is forbidden by law. However, in some countries such as the United States and the Netherlands, Marijuana is legal and is allowed to be used in medical treatment and for entertainment.


Based on the clinical information, it shows that the compound in marijuana medicine has given a positive effect to the treatment of the patients with abnormal metabolic activity. There is also a positive effect to patients with Diabetes, Gastroenteritis and cancer. Moreover.


On the other hand, In Thailand, marijuana is illegal as being declared in the Thailand Drug and Narcotics Act B.E.2522. There is the potential punishment of imprisonment and fine for import, export, possession and consumption.


As a result, the Drug act B.E.2522 is a major bottleneck to the development of the use of Cannabis medicine in medical treatment. Hence, it is necessary for the law to be amended or revised.


It is suggested that there’s necessity to make the revision of the drug act to be enforced only on essential. The status of the marijuana is to be re-established and to be legal when apply to some specific use such as medical Treatment. There should be a national bureau which granted the authority to set the policy and plan at the national level - to set the objective and strategic plan which will lead to an effective counter-measure to control and solve drugs problem.
