Abstract

This research aims at drafting a Ministerial Regulation prescribing categories of small and medium enterprises or group of small and medium enterprises or private organization required by law to report the statistics data to government agencies, state organizations or state enterprises pursuant to section 40 of the Small and Medium Enterprises Promotion Act B.E. 2543 (2000). The research utilizes the qualitative method which includes a documentary analysis and an analysis of information derived from in-depth interview and focus group discussion from the person involved.


The study indicated that 1) To revise various laws to enable linkage of SMEs related-information among government agencies, state organizations, state enterprises and private organization; 2) To establish a national SMEs database to include both the entrepreneurs in formal sector and semi-formal sector; 3) To provide a system of business operation registration in pursuance International Standard Industrial Classification of All Economic Activities: ISIC and Thailand Standard Industrial Classification: TSTC; 4) To develop a system of annual reporting of the result of SMEs’ business operation or registration under other laws which has not yet required a reporting of the statistics and data; 5) To provide a measure of encouraging formalization of the entrepreneurs and 6) To set a central standard for inter-organizational statistic data survey. At last, these findings and recommendations are beneficial to the drafting of Ministerial Regulation in virtue of section 40 of the Small and Medium Enterprises Promotion Act B.E. 2543 (2000) which is in accordance with legal power and duties of the Office of SMEs Promotion and does not engender such regulatory burden that it would become obstacle of competitiveness among SMEs.
