Strategic Human Capital Management of Secondary School in Office of the Basic Education Commission

Abstract
The purposes of this research were to study the essential needs, to create and to evaluate the human capital management strategies. The methodology comprised 3 stages which were 1) to study the essential needs with the questionnaire was used to collect 149 samples. Statistics used in data analysis includes , SD , PNIModified and Percentage. 2) to create Strategies by using the result of step 1 research and in-depth interviews for SWOT Analysis and TOWS Matrix Analysis 3) to evaluate by the evaluation form proved by 21 experts and the use of purposive sampling technique. The research results revealed that: The need for human capital management, intellectual capital, social capital, and emotional capital were no difference (PNIModified = 0.24, 6.00%), and the highest need for consistency were Staffing, Directing and Controlling. Result of Human Capital Management Strategy Initiative SO Strategy consists of 1 main strategy is to promote participatory human capital management, 3 strategies, 3 goals and 7 indicators. WO Strategy consists of 1 main strategy is to develop a human capital management system, 2 strategies, 2 goals and 5 Indicators. ST Strategy consists of 1 main strategy is to develop and maintain human capital, 2 strategies, 2 goals and 5 indicators. WT Strategy consists of 1 main strategy is create an atmosphere conducive to the development and preservation of human capital, 2 strategies, 2 goals and 6 indicators. The results of the assessment, accuracy, propriety, utility, and standard with statistically significance (p-value >.05).
