The Development of Personnel Administration Model to the Excellence of Educational Institutes of Secondary Educational Service Areas

Abstract

The objectives of this research were; 1) to study the status of human resource administration of schools under Office of Secondary Education Service Area, 2) to develop a model of human resource administration to excellence in schools under Office of Secondary Education Service Area, and 3) to evaluate the model of human resource administration to excellence in schools under office of Secondary Education Service Area. This mixed methods research were used in the study.


The results of the study found that:


  1. The status of human resource administration of schools under Office of Secondary Education Service Area; 1) Human resource administration mostly depends on decision of school administrators, 2) Teamwork and team participation have less importance in some schools, 3) Inter-personal relations in some schools need improving, 4) Some school administrators lack of skills and experiences in human resource administration, and 5) Human resource administration in some schools needs integration and application of good governance and Dhamma principles.

  2. The development of human resource administration model to excellence in schools under office of Secondary Education Service Area consists of 3 components; Lead consisting of 1) personnel management 2) personnel management scope 3) Factors of excellence consisting of strategic planning, leadership, recipient, information and administration process, and results and 4) Method of human resource administration to excellence consisting of organization analysis, planning, communication, action, and evaluation; Application is to apply the model in schools and the results of model application.

  3. The evaluation of the model of human resource administration to excellence in schools under Office of Secondary Education Service Area was at the maximum level overall. In each aspect, the advantage was the highest and followed by appropriateness, integrity, and possibility respectively.
