บทคัดย่อ
บทความวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพ ปัญหา และแนวทางการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ ในประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว 2) เพื่อสร้างรูปแบบการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ ในประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว 3) เพื่อทดลองใช้รูปแบบการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ ในประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว 4) เพื่อประเมินรูปแบบรูปแบบการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ ในประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว ซึ่งเป็นการวิจัยแบบผสานวิธี กลุ่มผู้ให้ข้อมูลหลัก ได้แก่ 1) ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 130 คน และ 2) ผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้ ได้แก่ 1) แบบสอบถามเป็นแบบมาตราส่วนประมาณค่า 5 ระดับ และ 2) แบบประเมินรูปแบบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ 1) ค่าเฉลี่ย และ 2) ส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
1) สภาพปัจจุบันโดยรวมและรายด้านทุกด้านมีการปฏิบัติอยู่ในระดับปานกลางและ ทุกด้าน อยู่ในระดับปานกลาง
2) การสร้างรูปแบบการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ในประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว ที่พัฒนาขึ้นมี 5 องค์ประกอบ คือ 2.1) หลักการ 2.2) วัตถุประสงค์ 2.3) วิธีดำเนินการ 2.4) การประเมินผล และ 2.5) เงื่อนไขความสำเร็จ ซึ่งรูปแบบมีความเหมาะสมโดยรวม อยู่ในระดับมาก และมีความเป็นไปได้โดยรวมอยู่ในระดับมาก
3) การทดลองใช้รูปแบบในวิทยาลัยครูสงฆ์จำปาสักพบว่า ก่อนการทดลองใช้รูปแบบอยู่ในระดับพอใช้ หลังการทดลองอยู่ในระดับดี
4) การประเมินรูปแบบการบริหารงานบุคคลยุคใหม่ของวิทยาลัยครูสงฆ์ ในประเทศสาธารณรัฐ ประชาธิปไตย ประชาชนลาว โดยรวมอยู่ในระดับมาก มีความเหมาะสมในระดับมาก ความเป็นไปได้ในระดับมาก และความเป็นประโยชน์ในระดับมาก
