บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบ สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียน และครูหัวหน้าฝ่ายวิชาการ จำนวน 165 คน โดยการสุ่มแบบแบ่งชั้น 2) สร้างและตรวจสอบความเหมาะสมของกลยุทธ์ฯ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 9 คน เลือกแบบเจาะจง 3) ทดลองใช้กลยุทธ์ฯ กลุ่มเป้าหมาย ได้แก่ ผู้บริหาร หรือครูโรงเรียน ขนาดเล็ก จำนวน 7 คน โดยสมัครใจ 4) ประเมินประสิทธิภาพของกลยุทธ์ฯ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหาร หรือครูโรงเรียนขนาดเล็ก จำนวน 7 คน เลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่ 1) แบบสอบถามความเหมาะสมองค์ประกอบ 2) แบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์ 3) แบบสัมภาษณ์ 4) แบบสอบถามความเหมาะสม 5) แบบทดสอบ 6) แบบสอบถามพฤติกรรม 7) แบบสอบถามประสิทธิภาพ และ 8) แบบสอบถามความพึงพอใจ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าความต้องการจำเป็น
ผลการวิจัย พบว่า 1) การบริหารจัดการศึกษาเชิงพื้นที่เพื่อพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ประกอบด้วย 5 องค์ประกอบ 26 ตัวบ่งชี้ มีความเหมาะสมอยู่ในระดับมากที่สุด สภาพปัจจุบันอยู่ในระดับปานกลาง สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด ลำดับความต้องการจำเป็นลำดับที่ 1 ด้านการกระจายอำนาจ 2) กลยุทธ์ฯ ประกอบด้วย วิสัยทัศน์ พันธกิจ วัตถุประสงค์ กลยุทธ์ ประกอบด้วย 5 กลยุทธ์หลัก 10 กลยุทธ์รอง 43 แนวปฏิบัติ การนำกลยุทธ์ไปปฏิบัติ และการควบคุมกลยุทธ์ ผลการประเมินความเหมาะสมอยู่ในระดับมากที่สุด 3) คะแนนประเมินความรู้หลังการเข้าร่วมพัฒนา สูงกว่าคะแนนประเมินความรู้ก่อนการเข้าร่วมพัฒนาระดับพฤติกรรมหลังการพัฒนาสูงกว่าก่อนการพัฒนา และ 4) ประสิทธิภาพด้านเป็นไปได้และด้านความเป็นประโยชน์ของกลยุทธ์ฯ อยู่ในระดับมากที่สุด และระดับความพึงพอใจอยู่ในระดับมากที่สุด
