แผนกลยุทธ์การเพิ่มขีดความสามารถขององค์กรการศึกษาของชุมชนจังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน ปีที่ 3

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาวิธีการเตรียมความพร้อม ปัญหา อุปสรรค และแนวทางแก้ไข 2) เสนอแผนกลยุทธ์การเพิ่มขีดความสามารถขององค์กรการศึกษาของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน ซึ่งเป็นการวิจัยเชิงคุณภาพ และวิเคราะห์ข้อมูลปฐมภูมิขององค์กรการศึกษาชุมชนที่เข้าร่วมโครงการด้วยความสมัครใจ ทั้งหมด 11 ชุมชน ได้มาโดยการเลือกแบบเจาะจงตามวัตถุประสงค์ ใช้วิธีการวิจัยแบบมีส่วนร่วม (PAR) วิเคราะห์ศักยภาพเพื่อให้ได้มาซึ่งแผนกลยุทธ์ด้วย SWOT Analysis เครื่องมือในการวิจัยเป็นแบบสอบถาม และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ ได้แก่ ความถี่ ค่าเฉลี่ย ร้อยละ และค่าเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า 1) วิธีการเตรียมความพร้อมขององค์กรการศึกษาของชุมชน ในภาพรวมดำเนินงานในระดับปานกลาง โดยจัดทำข้อมูลเกี่ยวกับอาเซียนและเพิ่มบุคลากรทางการศึกษามีการดำเนินงานในระดับมากที่สุด ปัญหาอุปสรรค ได้แก่ ระบบการจัดการ บุคลากร และงบประมาณ ส่วนแนวทางแก้ไข ได้แก่ ปรับปรุงคุณภาพสถานศึกษา นักเรียน บุคลากร และงบประมาณ 2) แผนกลยุทธ์การเพิ่มขีดความสามารถขององค์กรการศึกษาของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน จำนวน 4 กลยุทธ์ ได้แก่ กลยุทธ์พลิกฟื้น กลยุทธ์ตัดทอน กลยุทธ์เชิงรุก และกลยุทธ์การรักษาเสถียรภาพ
