บทคัดย่อ
ยุทธศาสตร์การบริหารสถานศึกษาตามตัวแบบเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจ
สีเขียว เป็นข้อกำหนดด้านนโยบายภาครัฐที่มหาวิทยาลัยทั่วประเทศต้องนำไปปฏิบัติ เพื่อให้บรรลุเป้าหมายยุทธศาสตร์การพัฒนาอย่างยั่งยืน อย่างไรก็ตาม มหาวิทยาลัยของไทยต่างมีข้อจำกัดในการปฏิบัติตามยุทธศาสตร์และตัวแบบดังกล่าว โดยเฉพาะมหาวิทยาลัยในกลุ่มราชภัฏ ซึ่งมีข้อจำกัดหลายประการต่อการวางยุทธศาสตร์การบริหารงานสถานศึกษาให้เกิดความสอดคล้องต่อยุทธศาสตร์การพัฒนาตามตัวแบบเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว ไม่ว่าจะเป็นข้อจำกัดด้านการวางแนวทางการบริหารงาน ทรัพยากร บุคลากร และเทคโนโลยี ในอันที่จะก่อให้เกิดนวัตกรรมที่เกิดจากการพัฒนาร่วมกับชุมชนและท้องถิ่น ตามข้อกำหนดจากนโยบายซึ่งเป็นยุทธศาสตร์การพัฒนา ทั้งนี้ สิ่งสำคัญที่สุดต่อการพัฒนาให้บรรลุเป้าหมายตามยุทธศาสตร์ภาครัฐของมหาวิทยาลัยราชภัฏ ก็คือผู้นำอันเป็นผู้บริหารมหาวิทยาลัยราชภัฏ โดยประการแรก ผู้บริหารมหาวิทยาลัยในกลุ่มราชภัฏจำเป็นต้องมีคุณลักษณะและองค์ประกอบของผู้นำ หรือผู้บริหารที่สามารถนำพาการบริหารมหาวิทยาลัยราชภัฏสู่เป้าหมายความสำเร็จตามยุทธศาสตร์ของภาครัฐข้างต้น ประการที่สอง คุณลักษณะและองค์ประกอบของผู้บริหารมหาวิทยาลัยตามแนวคิดดังกล่าวสามารถนำไปประยุกต์เพื่อการบริหารมหาวิทยาลัยโดยเฉพาะในกลุ่มมหาวิทยาลัยราชภัฏภายใต้บริบทแวดล้อมต่างๆ ได้อย่างประสบผล
