การจัดการปัญหาภัยแล้งโดยเครือข่ายภาครัฐในพื้นที่อำเภอเมือง จังหวัดพะเยา

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ประเมินศักยภาพของเครือข่ายภาครัฐในการจัดการปัญหาภัยแล้งในอำเภอเมือง จังหวัดพะเยา 2) สำรวจความคิดเห็นของประชาชนต่อมาตรการให้ความช่วยเหลือเกี่ยวกับปัญหาภัยแล้งโดยภาครัฐ และ 3) นำเสนอแนวทางจัดการปัญหาภัยแล้งที่เหมาะสมผ่านการทำงานในรูปแบบเครือข่าย โดยใช้ระเบียบวิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่าง คือ ประชาชน จำนวน 384 คน จากการคำนวณด้วยสูตรของคอแรน และผู้ปฏิบัติงาน จำนวน 80 คน เครื่องมือการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ผู้ปฏิบัติงาน วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) ศักยภาพของเครือข่ายการจัดการภัยแล้ง มีค่าเฉลี่ยระดับปานกลางในทุกด้าน โดยมีค่าเฉลี่ยสูงที่สุดในมิติด้านภารกิจเท่ากันกับมิติด้านผู้มีส่วนได้ส่วนเสีย ( =1.78) รองลงมาคือ มิติด้านกระบวนการภายในขององค์กร (
=1.74) มิติด้านการเรียนรู้และการเจริญเติบโต ( =1.68) และมิติด้านงบประมาณ (
=1.65) ตามลำดับ ส่วนลักษณะการทำงานในรูปแบบเครือข่ายของภาครัฐ มีลักษณะผสมระหว่างเครือข่ายการปรึกษาหารือร่วมกับลักษณะเครือข่ายร่วมปฏิบัติการ 2) ความคิดเห็นของประชาชนต่อมาตรการความช่วยเหลือจากรัฐ พบว่า ในภาพรวมสอดคล้องกับความต้องการระดับน้อย (
=2.44) มาตรการแก้ไขภัยแล้งมีค่าเฉลี่ยมากที่สุดคือ การประชาสัมพันธ์ให้คนในชุมชนทราบเกี่ยวกับสถานการณ์ภัยแล้ง และน้อยที่สุดในมาตรการชดเชยความเสียหายโดยการให้เงินชดเชย 3) แนวทางการจัดการปัญหาภัยแล้งที่เหมาะสมผ่านการทำงานในรูปแบบเครือข่าย ได้แก่ การพัฒนาการวางแผนที่บูรณาการทุกภาคส่วน การทำความเข้าใจกับปัญหาอย่างแท้จริงเพื่อการแก้ไขอย่างต่อเนื่อง การพัฒนาบุคลากร การประชาสัมพันธ์สร้างการตระหนักรู้ให้กับภาคประชาชน รวมถึงการสร้างแนวทางเพื่อการจัดการน้ำทั้งระบบ
