บทคัดย่อ
บทความวิจัยฉบับนี้มีวัตถุประสงค์เพื่อ พัฒนากลยุทธ์การใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษาสำหรับโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ เป็นการวิจัยเชิงบรรยาย กลุ่มเป้าหมาย ได้แก่ การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 คน การศึกษาพหุกรณี จำนวน 3 โรงเรียน เครื่องมือที่ใช้ในการสัมภาษณ์เป็นแบบกึ่งมีโครงสร้าง สถิติที่ใช้ ความถี่ ร้อยละ และการประชุมกลุ่มผู้เชี่ยวชาญ จำนวน 9 คน เครื่องมือที่ใช้ในการประชุมกลุ่มผู้เชี่ยวชาญเป็นวิธีการหาความเที่ยงตรงเชิงเนื้อหา โดยการหาค่าความสอดคล้องหรือดัชนีของความสอดคล้องกันระหว่างข้อคำถามแต่ละข้อกับจุดประสงค์ (IOC)
ผลการวิจัยพบว่า กลยุทธ์การใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษาสำหรับโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 7 กลยุทธ์ 30 โครงการ/กิจกรรม 65 ตัวชี้วัด ได้แก่ 1) กลยุทธ์ด้านการบริหารจัดการภายในสถานศึกษา มี 4 โครงการ/กิจกรรม 10 ตัวชี้วัด 2) กลยุทธ์ด้านโครงสร้างพื้นฐานของเทคโนโลยีสารสนเทศมี 6 โครงการ/กิจกรรม 14 ตัวชี้วัด 3) กลยุทธ์ด้านการจัดการเรียนการสอน มี 4 โครงการ/กิจกรรม 8 ตัวชี้วัด 4) กลยุทธ์ด้านกระบวนการเรียนรู้ มี 4 โครงการ/กิจกรรม 7 ตัวชี้วัด 5) กลยุทธ์ ด้านทรัพยากรในการจัดการเรียนรู้ มี 3 โครงการ/กิจกรรม 9 ตัวชี้วัด 6) กลยุทธ์ด้านเครือข่ายความร่วมมือด้านเทคโนโลยีสารสนเทศมี 5 โครงการ/กิจกรรม 9 ตัวชี้วัด และ 7) กลยุทธ์ด้านการส่งเสริมและพัฒนาบุคลากร มี 4 โครงการ/กิจกรรม 8 ตัวชี้วัด ซึ่งได้ผ่านกระบวนการพัฒนาและปรับปรุงแก้ไขจากการดำเนินการหลายขั้นตอน จึงทำให้มีความเชื่อมั่นได้ว่ากลยุทธ์ โครงการ/กิจกรรม และตัวชี้วัดที่มีความเหมาะสม สามารถนำไปใช้ในการบริหารเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษาสำหรับโรงเรียนประถมศึกษาขนาดเล็กให้เกิดประสิทธิผลได้จริง
