บทคัดย่อ
บทความวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) พัฒนาตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) ตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานกับข้อมูล
เชิงประจักษ์ และ 3) จัดทำคู่มือการใช้ตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยใช้วิธีวิจัยแบบผสานวิธี แบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1
การกำหนดกรอบแนวคิดและพัฒนาตัวบ่งชี้ โดยการศึกษาเอกสาร งานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 คน และการใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ โดยผู้เชี่ยวชาญจำนวน 21 คน ระยะที่ 2 การตรวจสอบสมมติฐานการวิจัยกับข้อมูลเชิงประจักษ์ โดยการสอบถามศึกษานิเทศก์และครู สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 576 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า 5 ระดับ และวิเคราะห์ข้อมูลเชิงยืนยันด้วยโปรแกรมลิสเรล ระยะที่ 3 จัดทำคู่มือการใช้ตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และตรวจสอบความเหมาะสมโดยผู้เชี่ยวชาญ จำนวน 5 คน
ผลการวิจัยพบว่า 1) สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย 3 องค์ประกอบหลัก 15 องค์ประกอบย่อย 71 ตัวบ่งชี้ 2. โมเดลโครงสร้างตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มีความสอดคล้องกับข้อมูลเชิงประจักษ์ (Chi-square เท่ากับ 52.5, df เท่ากับ 54, p-value เท่ากับ 0.53, GFI เท่ากับ 0.99, AGFI เท่ากับ 0.97, และ RMSEA เท่ากับ 0.000) 3. คู่มือการใช้ตัวบ่งชี้สมรรถนะการนิเทศของศึกษานิเทศก์สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มีความเหมาะสมโดยรวมอยู่ในระดับมาก ( = 4.50 , S.D. = 0.34)
