Innovative Political Participation in the Administration of Public Policy through cultural capital of Phum Riang Sub-district Municipality, Chaiya District, Surat Thani Province

Abstract
The research article consisted of the following objectives: 1) to take the experience from the administration of public policy through cultural capital of Phum Riang Subdistrict Municipality, Chaiya District, Surat Thani Province; and 2) to summarize the body of knowledge derived from the use of cultural capital as an innovation for promoting political participation in the administration of public policy. The study applied a qualitative research method with the data collected from in-depth interview and participant observation with 10 key informants.
From the study, it is found that cultural capital in Phum Riang Subdistrict Municipality has various roles and duties in the educational sector, where it can be used to carry out more effective projects, such as the characteristics of cultures, the settlement, resources, beliefs and faith, religions, including aesthetics. The administration of public policy by cultural capital of Phum Riang Subdistrict discovered that the cultural capital can be used to mobilize community policies and identify social problems, such as the participation process, which is communicated to only some groups of people due to a lack of advanced technology to develop the community. The body of knowledge derived from the use of cultural capital as an innovation for promoting political participation in the administration of public policy revealed as follows: 1) The building of community collaboration in using cultural capital to resolve various problems; 2) Designing a space for the formulation of policies to mobilize political works and public policy that can reflect the development outcomes of using cultural capital; 3) Proposing ideas for political management that will have an impact on the selection of public policy and leaders; and 4) The process of developing a clear action plan to reduce inequality, such as self-government, awareness of one's own sovereignty, civic responsibility, and awareness of one's duties, as well as using wisdom to participate in working with government sectors and representative democracy. All of this requires the learning innovation development process so that participants can develop their potential to effect change and apply the process learning in the community from a variety of perspectives.
