บทคัดย่อ
บทความวิจัยนี้ มีวัตถุประสงค์ 1) เพื่อสังเคราะห์แนวคิดและหลักการเกี่ยวกับสิทธิชุมชนในการจัดการและใช้ประโยชน์ทรัพยากรธรรมชาติและป่าไม้ 2) เพื่อวิเคราะห์สภาพปัญหาสิทธิชุมชนในการจัดการและใช้ประโยชน์ทรัพยากรธรรมชาติและป่าไม้ กรณีศึกษาป่าชุมชนบ้านดงยาง ตำบลก่อเอ้ อำเภอเขื่องใน จังหวัดอุบลราชธานี 3) เพื่อหาแนวทางที่เหมาะสมในการแก้ไขปัญหาสิทธิชุมชนในการจัดการและใช้ประโยชน์ทรัพยากรธรรมชาติและป่าไม้ กรณีศึกษาป่าชุมชนบ้านดงยาง ตำบลก่อเอ้ อำเภอเขื่องใน จังหวัดอุบลราชธานี เป็นการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก จำนวน 12 คน และการสนทนากลุ่มย่อย จำนวน 10 คน ใช้วิธีการสุ่มแบบเจาะจง วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหาและเขียนบรรยายเชิงพรรณนา
ผลการวิจัยพบว่า (1) หลักสิทธิชุมชนในการจัดการและใช้ประโยชน์ทรัพยากรธรรมชาติและป่าไม้ คือหลักอุดมการณ์ของกลุ่มคนที่รวมตัวกัน มีอำนาจอันชอบธรรมในการอนุรักษ์ การฟื้นฟู การบำรุงรักษา และใช้ประโยชน์ด้านสิ่งแวดล้อม ด้านสังคม และด้านเศรษฐกิจ (2) ปัญหาด้านการจัดการ ประกอบด้วย ปัญหาการดำเนินงานของคณะกรรมการ การมีส่วนร่วมของชุมชน การสนับสนุนจากหน่วยงานภายนอก การวางแผนพัฒนาป่า ความรู้ความเข้าใจ ปัญหาด้านการใช้ประโยชน์ ประกอบด้วย การใช้ประโยชน์จากบุคคลต่างถิ่น การใช้ทรัพยากรที่ไม่เกิดประโยชน์สูงสูด การลักลอบตัดไม้มีค่า ขาดการกำหนดห้วงเวลาการใช้ประโยชน์ การรุกล้ำเขตป่า (3) แนวทางที่เหมาะสมในการแก้ไขปัญหาสิทธิชุมชนในการจัดการและใช้ประโยชน์ทรัพยากรธรรมชาติและป่าไม้ ประกอบด้วยปัจจัย 3 ด้าน ได้แก่ (1) ปัจจัยภายในคือความร่วมมือและความเข้มแข็ง (2) ปัจจัยภายนอกด้วยการสนับสนุนและส่งเสริม (3) ปัจจัยเงื่อนไขที่นำไปสู่ความสำเร็จ
