รูปแบบการบริหารจัดการสวัสดิการสังคมผู้สูงอายุขององค์กรปกครอง ส่วนท้องถิ่นในประเทศไทย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการบริหารจัดการ 2) วิเคราะห์องค์ประกอบเชิงยืนยัน
3) ศึกษาความสัมพันธ์เชิงเหตุผล และ 4) นำเสนอรูปแบบการบริหารจัดการสวัสดิการสังคมผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในประเทศไทย การศึกษาวิจัยนี้เป็นการวิจัยเชิงสำรวจ ผสมผสานการวิจัยเชิงพรรณนา กลุ่มตัวอย่างที่ใช้ในการศึกษาแบ่งเป็น 2 กลุ่ม คือ 1) ผู้สูงอายุ และ 2) ผู้บริหาร และเจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่น โดยใช้ตารางสำเร็จรูปของ เครจซี่ และมอร์แกน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และ การสนทนากลุ่ม ทำการวิเคราะห์ข้อมูลโดยใช้สถิติ คือ จำนวน ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีแบบ One-sample t-test การวิเคราะห์องค์ประกอบเชิงยืนยัน และการวิเคราะห์เส้นทางด้วยโปรแกรม LISREL
ผลการวิจัยพบว่า 1) สภาพการบริหารจัดการสวัสดิการสังคมผู้สูงอายุ ภาพรวม กลุ่มผู้สูงอายุ อยู่ในระดับปานกลาง กลุ่มผู้บริหารและเจ้าหน้าที่ อยู่ในระดับสูง 2) องค์ประกอบทุกตัวเป็นองค์ประกอบเชิงยืนยันรูปแบบการบริหารจัดการสวัสดิการสังคมผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในประเทศไทย 3) ความสัมพันธ์เชิงเหตุผลตามแบบจำลองสมการโครงสร้าง กลุ่มผู้สูงอายุ พบว่า ปัจจัยด้านประสิทธิผลองค์การได้รับอิทธิพลโดยตรงจากปัจจัยด้านการจัดการเชิงกลยุทธ์ ปัจจัยด้านมาตรฐานการสงเคราะห์ผู้สูงอายุ ปัจจัยด้านเทคโนโลยีสารสนเทศและการสื่อสาร ปัจจัยด้านภาวะผู้นำการเปลี่ยนแปลง ปัจจัยด้านสมรรถนะองค์การ กลุ่มผู้บริหารและเจ้าหน้าที่ พบว่า ปัจจัยด้านประสิทธิผลองค์การ ได้รับอิทธิพลโดยตรงจากปัจจัยด้านการมีส่วนร่วม ปัจจัยด้านภาวะผู้นำการเปลี่ยนแปลง ปัจจัยด้านการจัดการเชิงกลยุทธ์ ปัจจัยด้านเทคโนโลยีสารสนเทศ และการสื่อสาร 4) รูปแบบการบริหารจัดการสวัสดิการสังคมผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในประเทศไทยประกอบด้วยภาวะผู้นำการเปลี่ยนแปลง การจัดการเชิงกลยุทธ์ เทคโนโลยีสารสนเทศและการสื่อสาร สมรรถนะองค์การการมีส่วนร่วม และมาตรฐานการสงเคราะห์ผู้สูงอายุ
