The Establishment of Buffer Zone According to the Factory Act by Geographic Information System: a Case Study of Tha Kham Subdistrict, Bang Pakong District, Municipality Chachoengsao Province

Abstract

Purpose: This study attempted to establish, in accordance with the Factory Act, the industrial buffer zone of Tha Kham sub-district municipality in Chachoengsao Province using QGIS (freeware).

Methodology: This action research 1) examined 2 legal documents relevant to the establishment of industrial factory zones: Factory Act No. 2 (B.E. 2535) and Factory Act No. 25 (B.E. 2559) extracting the information for establishing factors for constructing the buffer zone of 95 industrial plants 2) constructed the factory buffer zone using geographic information system (GIS), descriptive data based on the relevant factory acts including 6 types of spatial geographical information, namely, landmark, land use of 2018, study area boundaries, roadway, water resources, and industrial plants location and 3) identified inappropriate factory locations which did not conform with 3 factors of the factory buffer zone construction:  community spaces, landmark and water resources.

Findings: Eight factories in the buffer zone were found to be located on the community spaces or public spaces, 3 factories on the landmark, and 8 factories near the water resources.

Applications of this study: The construction of the factory buffer zones based on the above mentioned acts reflected the factory construction condition in the last 30 years and demonstrated the expansion of the community settlement after the factory construction.  Concerned agencies can apply this study results in formulating land use planning to enhance the city expansion management and focusing on the quality of life of the community members and environment so that industries and communities can sustainably coexist.
