การพัฒนาและแนวทางการประยุกต์ใช้กรอบสมรรถนะการเรียนรู้ สำหรับนักเรียนระดับประถมศึกษาในศตวรรษที่ 21 ที่สอดคล้องกับบริบทของสังคมไทย

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนากรอบสมรรถนะการเรียนรู้สำหรับนักเรียนระดับประถมศึกษาในศตวรรษที่ 21 2) ยืนยันความเหมาะสมของกรอบสมรรถนะการเรียนรู้ที่พัฒนาขึ้น และ 3) เสนอแนวทางการประยุกต์ใช้กรอบสมรรถนะดังกล่าวในการพัฒนาหลักสูตรและการจัดการเรียนการสอนที่สอดคล้องกับบริบทของสังคมไทยรูปแบบการวิจัยเป็นการวิจัยแบบผสานวิธี เครื่องมือที่ใช้ในการวิจัย คือ แบบสำรวจทักษะและความรู้ที่จำเป็นในอนาคตของนักเรียนระดับประถมศึกษา เพื่อให้ผู้ทรงคุณวุฒิ จำนวน 7 คน ยืนยันกรอบสมรรถนะที่สังเคราะห์ได้ วิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า
กรอบสมรรถนะมี 4 มิติ ได้แก่ ทักษะพื้นฐานที่ครอบคลุมการรู้หนังสือ การคำนวณ การรู้เท่าทันดิจิทัล และการคิดเชิงวิพากษ์ สมรรถนะการเปลี่ยนแปลงที่เน้นสร้างคุณค่า ความรับผิดชอบต่อสังคม และการจัดการความขัดแย้ง กระบวนการเรียนรู้ผ่านวงจรการคาดการณ์ การลงมือปฏิบัติและการสะท้อนคิด และทักษะทางสังคมและอารมณ์ที่ส่งเสริมความร่วมมือ ผู้เชี่ยวชาญทั้ง 7 คน เห็นว่ามีความเหมาะสมทั้ง 4 มิติ ตัวชี้วัดส่วนใหญ่ ผู้เชี่ยวชาญเห็นชอบร้อยละ 57.14 ขึ้นไปในแต่ละมิติ มีตัวชี้วัดที่นำไปใช้ประเมินและพัฒนาหลักสูตรได้จริง โดยทักษะพื้นฐานมี 9 ตัวชี้วัด สมรรถนะการเปลี่ยนแปลงมี 8 ตัวชี้วัด กระบวนการเรียนรู้มี 8 ตัวชี้วัด และทักษะทางสังคมและอารมณ์มี 6 ตัวชี้วัดหลักและย่อย ทั้งนี้ สามารถประยุกต์ใช้พัฒนาหลักสูตรบูรณาการที่ตอบสนองความจำเป็นในการพัฒนาสมรรถนะการศึกษาระดับประถมศึกษาของไทย มีความยืดหยุ่นในการปรับใช้ในท้องถิ่น
องค์ความรู้จากงานวิจัยนี้ คือ กรอบสมรรถนะ 4 มิติที่เชื่อมโยงบริบทไทย ตัวชี้วัดชัดเจน โคราชโมเดลบูรณาการท้องถิ่น เน้นลงมือทำ ประเมินหลากหลาย และพัฒนาผู้เรียนรอบด้าน
