บทคัดย่อ
บทความนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับปัจจัยการควบคุมภายในพัสดุ ปัจจัยการกำกับดูแลที่ดีด้านพัสดุ และประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ ของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ และ 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ ของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ กลุ่มตัวอย่าง คือ บุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ จำนวน 400 คน ใช้วิธีคัดเลือกแบบไม่ใช้หลักความน่าจะเป็น (Non probability sampling) และดำเนินการสุ่มตัวอย่างตามความสะดวก (Convenience sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยแบบง่าย ผลการวิจัยพบว่า
1. ระดับปัจจัยการควบคุมภายในพัสดุ (ภาพรวม) อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.31 ปัจจัยการกำกับดูแลที่ดีด้านพัสดุ (ภาพรวม) อยู่ในระดับมาก ค่าเฉลี่ย 4.20 และประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ (ภาพรวม) อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.27
2. ปัจจัยการควบคุมภายในพัสดุ (ภาพรวม) และปัจจัยการกำกับดูแลที่ดีด้านพัสดุ (ภาพรวม) ส่งผลเชิงบวกต่อประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ ของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ (ภาพรวม) อย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า .01 (Sig. = .000)
องค์ความรู้/ข้อค้นพบจากงานวิจัยนี้ เกิดการตระหนักถึงความสำคัญของระบบควบคุมภายในและการกำกับดูแลที่โปร่งใสช่วยเสริมประสิทธิภาพ ความรวดเร็ว ความคุ้มค่า และจริยธรรมในงานจัดซื้อจัดจ้าง พร้อมทั้งสนับสนุนการพัฒนาบุคลากรและนโยบายที่ใช้ทรัพยากรอย่างมีประสิทธิภาพ
