Abstract

This research aimed to: 1) study the current and expected conditions of internal supervision; 2) develop an internal supervision model; and 3) evaluate the model based on the concept of Professional Learning Communities (PLC) for small-sized schools. The study employed a research and development approach in three phases. In Phase 1, the current and expected conditions were studied using a questionnaire distributed to 201 participants—comprising school administrators, academic staff, and teachers, selected through simple random sampling. The data were analyzed using percentage, mean, standard deviation, and needs assessment. In Phase 2, a supervision model was developed and validated for consistency through expert review by seven experts selected purposively. In Phase 3, the model was evaluated using the same sample group, with data analyzed through percentage, mean, and standard deviation.

The results showed that: 1) the current and expected conditions of internal supervision were at a high level; 2) the developed model consisted of principles, objectives, a four-step supervision process, and conditions for success; and 3) the model was evaluated as highly appropriate, feasible, beneficial, and accurate both overall and across individual components.
