Analysis of the Status of the Agencies Role in Promoting Access to Education and Learning for Children and Youth Outside the Education System

Abstract

This study purpose to analyze the status, responsibilities, and operational of the agencies role in promoting access to education and learning for children and youth outside the education system. This research was conducted based on the concept of interpretivism with qualitative research by narrative analysis. Data were collected through document study and in-depth interviews with representatives from 21 agencies from all over Thailand who working with children and youth outside the education system. The results found that the duties and responsibilities of agencies have three characteristics:
1) the agencies have a role in working with children and youth outside the education system. It is a unit working to co-organize education Learning outside of school hours for children and youth and organize activities on various occasions for children and youth outside the education system, 2) the agencies have a role in providing operational policy frameworks emphasis on pushing for policy in work and cooperate with various agencies in working with children and youth outside the education system, and 3) the agencies provide support and/or funding for work, pushing forward projects to develop children and youth outside the education system including monitoring and evaluation. The guidelines for good practices of the agencies working have 4 issues: 1) promoting basic education, 2) promoting learning life skills and vocational training, 3) caring for the health of children and youth, and 4) life safety care. In addition, limitations in the agency's operations were found the personnel limitations, working to encourage children and youth in care to receive higher education, working in the area, and operating budget.
