นโยบายการพัฒนาบทบาทของอาสาสมัครสาธารณสุข ประจำหมู่บ้าน (อสม.)

บทคัดย่อ
งานวิจัยนี้ มีวัตถุประสงค์ 1)เพื่อศึกษาสภาพบทบาทของ อสม. ต่อการบริหารจัดการสุขภาพชุมชนในปัจจุบัน 2) เพื่อศึกษาปัญหาอุปสรรคการดำเนินตามบทบาทของ อสม. ในการบริหารจัดการสุขภาพชุมชน และ 3) เพื่อศึกษานโยบายการพัฒนาบทบาทของอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) จังหวัดนนทบุรี ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพด้วยวิธีการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลสำคัญ จากกลุ่มผู้มีส่วนเกี่ยวข้องภายในชุมชน และกลุ่มผู้มีส่วนเกี่ยวข้องภายนอกชุมชน รวมทั้งสิ้น 18 คน แล้วพรรณนาหาข้อสรุปอย่างเป็นระบบมีเหตุผลอ้างอิงทฤษฎีดำเนินการจัดระเบียบข้อมูล
ผลการวิจัยพบว่า 1) สภาพบทบาทของ อสม. ต่อการบริหารจัดการสุขภาพชุมชนในปัจจุบัน มีผลมาจากประชาชนในบางพื้นที่ยังไม่ค่อยรับรู้ถึงบทบาทในการทำงานของอาสาสมัครสาธารณสุขประจำหมู่บ้านเท่าที่ควรจากสภาพทางสังคมที่เปลี่ยนแปลงไป 2) ปัญหาอุปสรรคการดำเนินตามบทบาทของ
อสม. ในการบริหารจัดการสุขภาพชุมชน มีผลมาจากความเจริญเติบโตทางเศรษฐกิจและชุมชนที่ขยายเพิ่มมากขึ้น ทำให้คนต่างถิ่นโยกย้ายถิ่นฐานเข้ามาทำงานส่งผลให้เกิดปัญหาสุขภาพต่าง ๆ ที่จะต้องได้รับการจัดการดูแลขั้นพื้นฐาน ซึ่งปัญหาเหล่านี้ได้ส่งผลให้อาสาสมัครสาธารณสุขประจำหมู่บ้านและเครือข่ายต้นสังกัดต้องเตรียมพร้อมรับมือกับปัญหาดังกล่าว และ3)นโยบายการพัฒนาบทบาทของอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) จำเป็นต้องใช้ความรู้ที่ถูกต้องชัดเจนและเข้าใจง่ายเพื่อให้สามารถนำไปประยุกต์ใช้สื่อสารให้เข้ากับสถานการณ์และบริบทของพื้นที่ได้อย่างเหมาะสม ในการบริหารจัดการสุขภาพชุมชนที่ยั่งยืนตามนโยบายการพัฒนาบทบาทของอาสาสมัครสาธารณสุขประจำหมู่บ้าน(อสม.) ให้เอื้อต่อการมีสุขภาพดีของประชาชนต่อไป
