Abstract

This study aimed to: (1) examine the components and levels of Stakeholder Participation (SP), Creative Cultural Management (CM), Cultural Identity Communication (CI), Experience Quality Management (EQ), and Tourists’ Behavioral Intention (BI); (2) test the causal relationships among these variables; and (3) develop a strategic management model for creative urban community-based tourism. An exploratory sequential mixed methods design was employed. Qualitative data were collected from 30 stakeholders to develop the conceptual framework and research instruments. Subsequently, quantitative data were gathered from 480 Thai tourists. Data were analyzed using Confirmatory Factor Analysis (CFA), Structural Equation Modeling (SEM), and bootstrapping procedures to examine indirect effects.

The findings revealed that all variables were rated at a high level, and the structural model showed a good fit to the empirical data (χ²/df = 1.087, CFI = 0.997, TLI = 0.997, RMSEA = 0.014). Experience Quality Management (EQ) exerted the strongest direct effect on Behavioral Intention (BI) (β = 0.652, p < .001), while Stakeholder Participation (SP) and Creative Cultural Management (CM) functioned as upstream factors significantly influencing Cultural Identity Communication (CI) and Experience Quality Management (EQ). Significant indirect effects were identified through both parallel and serial mediation pathways, particularly along the SP → CM → EQ → BI route, confirming the key mediating role of EQ in transmitting the effects of participatory and cultural management processes to tourists’ behavioral intention.

Thematic analysis, integrated with the quantitative findings and expert focus-group discussions, highlighted key dimensions of value co-creation, cultural resource enhancement, cultural identity communication, and experience design. The integration of these findings led to the development of the CREATE Model as a strategic management framework for creative urban community-based tourism in Bangkok.
