Strategic Awareness of Climate-Related Trade Measures: Implications for Business Management

Abstract

Climate change has increasingly become a critical factor that affects shaping global trade rules, particularly through the adoption of climate-related trade measures aimed at internalizing the environmental costs of greenhouse gas emissions and mitigating the risk of carbon leakage. This article aimed to review conceptual framework and analytical perspectives on strategic awareness in business management under climate-related trade measures, with particular emphasis on the Carbon Border Adjustment Mechanism (CBAM) and trade measures linked to Environmental, Social, and Governance (ESG) considerations. Based on a review of academic literature and policy documents from international and national sources, the article examined and analyzed the types of climate-related trade measures and their implications for business operations, including cost structures, competitive dynamics, and market access. The analysis also synthesized the context of Thai businesses operating under evolving global trade regulations. The review results suggested that although climate-related trade measures were formulated at the macro-policy level, their impacts on firms differed significantly across industries, depending on production characteristics, carbon intensity, and firms’ capabilities in managing and reporting emissions.

The article further recommended that strategic awareness among top management played a significant role in translating perceived risks from climate-related trade measures into strategic decision-making, organizational adaptation, and capability development to maintain long-term competitiveness under this context. This review contributed to business management research by proposing a conceptual perspectives that clarified the relationship between climate-related trade measures, strategic awareness, and organizational responses in the context of developing economies. The findings underscored the importance of proactive managerial awareness and preparedness in sustaining long-term competitiveness amid increasingly stringent global climate governance.
