Environment and Public Participation Affecting Public Policy Effectiveness for Health of Local Administrative Organizations in Saraburi Province

Abstract

          The research purposes were (1) to study the level of public policy effectiveness for health of local administrative organizations in Saraburi Province; (2) to analyze the environment and public participation affecting public policy effectiveness for health of local administrative organizations in Saraburi Province; and (3) to propose the development guidelines of health public policy at the level of local administrative organizations in Saraburi Province. This was the quantitative and qualitative research. The target population was people aged 18 years and over, house registration in the area of the local administrative organization in Saraburi Province; the sample group of quantitative research was the 400 people, the research instrument was the questionnaire; the sample group of qualitative research was the 15 people, the research instrument was the in-depth interview form. The data analysis statistics were the frequency, percentage, mean, standard deviation, multiple regression analysis, and correlation analysis.

          The research findings were:

          1. The public policy effectiveness for health of local administrative organizations in Saraburi Province found the overall was at high level; the descending mean were: the decision-making participation aspect, followed by the technology factors aspect, the assessment participation aspect, the economic factors aspect, the social factors aspect, the joint operations aspect, the political factors aspect, the geographic factors aspect, and the benefits sharing aspect, respectively.

          2. The factors affecting the public policy for health at level of local administrative organizations in Saraburi Province were the social factors aspect, the benefits sharing aspect, and the assessment participation aspect found these aspects affected the guidelines of public policy for health at level of local administrative organizations in Saraburi Province at statistical significance level at .05.

          3. Should focus on the participation with that agencies will create the roles of people in maintaining the interests of themselves and the community.
