Factors Influencing People's Participation in the Preparation of Strategic Plans of Municipalities in Ang Thong Province

Abstract

          The research purposes were: (1) to study the level of people's participation in Ang Thong Province; and (2) to analyze the factors influencing people's participation in the preparation of strategic plans of municipalities in Ang Thong Province. This was the mixed methods research. The conceptual framework in this research was based on the concept of Netpanna Yavirat; Dess and Miller; David; and Glickman, Gordon, and Gordon. The population was the 116,698 eligible vote people who domicile in the municipalities of Ang Thong Province. The research instrument was the questionnaire with reliability .9223 and .9142. The data analysis statistics were the frequency distribution, percentage, mean, standard deviation, and multiple regression analysis.

          The research findings were: (1) the factors of people's participation in Ang Thong Province found the overall was at moderate level, the descending mean were: the people factors, the benefits awareness factors, the community factors, the organizational factors, the local commitment factors, respectively;  the preparation of strategic plans of municipalities in Ang Thong Province found the overall was at high level, the descending mean were: the strategy implementation aspect, the strategy formulation aspect, the strategy assessment aspect, the environmental analysis aspect, and the strategy control aspect, respectively; and the factors of people's participation in the preparation of strategic plans of municipalities in Ang Thong Province found they could predict success by 75.9%; and (2) the factors analysis found the 5 factors consisted of the individual factors, the community factors, the municipal side factors, the benefit awareness factors, and the adherence factors effected for 75.9% with the statistical significance level .05.
