Abstract

 This research is a mixed Method research with the objective : 1) To study the process of public policy formulation for local administration organization. 2) To study the participation of people in public policy formulation at the local level. 3) To compare factors affecting the participation of people in public policy formulation at the local level. The sample groups in this research were 68 executives of the local government organization and 391 people had been service, by purposive Sampling. The tools been used were : 1) The questionnaire on the participation of people in the formulation of public policy, 2) Interview form. Data analysis, by examining the data in a three-fold, the distribution of frequency, percentage, mean, standard deviation and statistical test, t-test, F-test, one-way analysis of variance

The research found that :

1. The process for formulating public policy of the local administration organization on Wang Nam Khiao district. Nakhon Ratchasima province. There are steps to follow with a study focus on : 1) Gathering of problems and needs, 2) Analysis of data and causes of problems, 3) Policy formulation, and 4) Policy monitoring.
2. The people participation in public policy formulation at the local level on Wang Nam Khiao district. Nakhon Ratchasima province overall is very level . Which the benefit participation was the highest average, with next Participation, Joint evaluation and joint operations, respectively.
3. The Comparing of factors affecting public participation in public policy formulation at the local level. A case study of the local administration organization on Wang Nam Khiao district, Nakhon Ratchasima province found that :

          3.1) The people of different sexes have opinions about public participation and public policy-making at the local level on Wang Nam Khiao district. Nakhon Ratchasima province No different.

          3.2) The people of different ages had opinions about people's participation in public policy formulation at the local level on Wang Nam Khiao district, Nakhon Ratchasima province had a statistically significant difference at .05 level, according to the hypothesis No. 2.

          3.3) The people with different occupations have opinions about public participation and public policy formulation at the local level on Wang Nam Khiao district. Nakhon Ratchasima province No different. Which is not accordance with the hypothesis No. 3.

          3.4) The people with different incomes have opinions about people's participation in public policy formulation at the local level on Wang Nam Khiao district, Nakhon Ratchasima province had a statistically significant difference at .05 level, according to the hypothesis No. 4.

          3.5) The people with different educational levels have opinions about people's participation in public policy formulation at the local level on Wang Nam Khiao district, Nakhon Ratchasima province No different. Which is not accordance with the hypothesis No. 5
