This research aims to study the factors that influence the development of basic education. Desirable future image and basic educational institution development needs. And guidelines for the development of basic education administrators to the professional standards of educational administrators of Phayao Primary Education Area Office 1, in the period from 2017 to 2016. These are Policy Research, Research Design, Integrated Processes (Mixed) Methods Research) collected quantitative data. (Quantitative Research) and qualitative (Qualitative Research) to study the concept papers, theory and related research. Analysis of the study results. What are the key factors affecting development? Desirable future image and development needs. To use this information to synthesize and synthesize data to determine the guidelines for the development of basic school administrators to the professional standards of educational administrators of the Office of Phayao Primary Education Area 1, 2017-2019.
The research found that The major factors affecting the development of school administrators also supports the Policy (Policy) Area Office (Office of Education) Administrators. Is consistent with the circumstances of the change in the 21st century, and school administrators have been developed to meet the performance requirements. Problem and necessity Development and management of basic education to professional administrators. According to the strategy, 4 strategies are: (1)
(2) good information, good administrators, (3) technology with administrators, and (4) development of 21st-year administrators on the concept of Learn by Courses. (LC) 50% Learning from Experience (LE) 30% Learning from Real Work or Place, and Learn by Others (LO) 20% Learning from People another Under conditions TUSCHAI.
