Abstract

               This research aimed to develop an academic management strategy of bi-lingual schools (Thai-English) under Bangkok Metropolitan Administration. The study was divided into 3 phases to obtain qualitative and quantitative data. Phase 1 was to investigate the present state and desirable state of academic management of bi-lingual schools (Thai-English) under Bangkok Metropolitan Administration. The information was obtained by conducting a questionnaire survey from a sample of 150 individuals consisting of school directors, heads of foreign language department, Thai teachers, foreign teachers and school committee members and interviewing 9 experts on academic management of bi-lingual schools. Phase 2 was to create an academic management strategy of bi-lingual schools (Thai-English) under Bangkok Metropolitan Administration and verify a quality of the strategy by 5 experts. Phrase 3 was to evaluate the feasibility and suitability of the proposed strategy by 42 directors of bi-lingual schools (Thai-English) under Bangkok Metropolitan Administration. Percentage, Mean, and Standard Deviation were employed for analyzing quantitative data. Modified Priority Needs Index: (PNImodified) and content analysis were used for analyzing needs assessment and qualitative data.

          Findings revealed that the academic management strategy of the bi-lingual schools (Thai-English) comprises 2 main aspects: 1) Cross cultural working ability enhancement, composes of leadership development, using English competencies, teamwork enhancement, academic’s leadership development, and positive vision supporting. 2) Learning management system development composes of curriculum development, learning management and learning resources development, assessment development, supervision development, guidance development, quality assurance development, and research development. The overall suitability and feasibility of applying the academic management strategy of bi-lingual schools (Thai-English) under Bangkok Metropolitan Administration was rated at a high level.
