บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อทบทวน วิเคราะห์ และสังเคราะห์พัฒนาการเชิงกระบวนทัศน์ของแนวคิดการจัดการทรัพยากรน้ำ ตลอดจนเสนอกรอบแนวคิดการจัดการทรัพยากรน้ำแบบบูรณาการเชิงปรับตัว (Integrated Adaptive Water Management: IAWM) เพื่อรองรับความท้าทายด้านทรัพยากรน้ำในศตวรรษที่ 21 การศึกษานี้ใช้วิธีการทบทวนและสังเคราะห์วรรณกรรมจากบทความวิชาการ หนังสือ รายงานวิจัย และเอกสารขององค์กรที่เกี่ยวข้องกับการจัดการทรัพยากรน้ำ พบว่า แนวคิดการจัดการทรัพยากรน้ำมีการเปลี่ยนแปลงอย่างต่อเนื่อง จากแนวคิดเชิงวิศวกรรมที่มุ่งควบคุมทรัพยากรน้ำ ไปสู่แนวคิดการจัดการแบบบูรณาการและระบบสังคม - นิเวศ ที่ให้ความสำคัญกับความยืดหยุ่น การปรับตัว และธรรมาภิบาล การสังเคราะห์วรรณกรรมนำไปสู่ข้อค้นพบสำคัญ คือ การเปลี่ยนมุมมองต่อทรัพยากรน้ำจากทรัพยากรที่ควบคุมได้สู่ระบบสังคม - นิเวศที่มีความซับซ้อน การเปลี่ยนบทบาทของผู้เกี่ยวข้องจากการบริหารจัดการแบบรวมศูนย์ไปสู่การมีส่วนร่วมของหลายภาคส่วน และการเปลี่ยนเป้าหมายของการจัดการน้ำจากการเพิ่มประสิทธิภาพการใช้น้ำไปสู่การสร้างความยืดหยุ่น ความเป็นธรรม และความยั่งยืนของระบบ นอกจากนี้ ยังสามารถสังเคราะห์องค์ประกอบสำคัญของการจัดการทรัพยากรน้ำได้ 9 องค์ประกอบ ซึ่งมีความสัมพันธ์กันในลักษณะของระบบพลวัต ผลวิเคราะห์ชี้ให้เห็นว่า แม้แนวคิดการจัดการทรัพยากรน้ำ แบบบูรณาการ (IWRM) จะได้รับการยอมรับอย่างกว้างขวาง แต่การนำไปปฏิบัติยังเผชิญข้อจำกัดด้านสถาบันการประสานงาน และการรองรับความไม่แน่นอนจากการเปลี่ยนแปลงสภาพภูมิอากาศ บทความนี้จึงเสนอกรอบแนวคิด IAWM ซึ่งเป็นผลจากการสังเคราะห์องค์ความรู้ด้าน IWRM ความยืดหยุ่นของระบบ และธรรมาภิบาลน้ำ เพื่อเสริมสร้างความมั่นคงทางน้ำ ความเป็นธรรม และความยั่งยืนในระยะยาว
