PUBLIC–PRIVATE PARTNERSHIPS IN PUBLIC UTILITY SERVICE UNDER THE CONTEXT OF GOOD GOVERNANCE AND SUSTAINABLE DEVELOPMENT

Abstract
Infrastructure development and public utility service businesses play a vital role in improving citizens’ quality of life and promoting national economic development. However, many countries continue to face fiscal constraints, increasing administrative complexity, and growing public demand for high-quality services, making it difficult for governments to meet these challenges independently. Public-Private Partnerships (PPPs) have therefore emerged as an important mechanism for mobilizing private investment, expertise, technology, and innovation to support infrastructure development and enhance public service delivery. This academic article aims to analyze the role of Public-Private Partnerships in developing public utility service businesses within the context of good governance and sustainable development. The study employs a literature synthesis approach based on books, textbooks, academic articles, and relevant research from both domestic and international sources to synthesize knowledge concerning the concepts, models, and critical success factors of PPP implementation. The findings indicate that PPPs constitute an institutional collaboration mechanism that defines the long-term allocation of roles, responsibilities, and risks between the public and private sectors. The success of PPP projects depends largely on the institutional capacity of the public sector to formulate policies, design contracts, regulate implementation, monitor and evaluate project performance, and safeguard the public interest. Effective PPP implementation also requires meaningful stakeholder participation and the application of the Environmental, Social, and Governance (ESG) framework to achieve an appropriate balance among economic efficiency, social responsibility, and good governance. The study further demonstrates that the development of PPPs should integrate good governance principles and sustainable development into project management practices in order to enhance efficiency, transparency, accountability, and the long-term sustainability of public utility service businesses and infrastructure development. Such integration strengthens institutional capacity, reinforces public confidence, and supports resilient infrastructure systems capable of responding to economic, social, and environmental challenges while delivering sustainable public value for society.
