DEVELOPMENT OF A TEACHER TRAINING CURRICULUM TO ENHANCE LEARNING MANAGEMENT COMPETENCIES FOR PROMOTING PISA LITERACY

Abstract

This research aimed to: 1) Investigate the desirable conditions and priority needs for developing teachers’competency in literacy-oriented learning management based on the PISA 2025 Framework; 2) Identify the components of a teacher training curriculum; 3) Develop a teacher training curriculum; and 4) Evaluate the implementation of the developed curriculum. The study employed a research and development (R&D) approach consisting of four phases: needs assessment, curriculum component identification, curriculum development, and curriculum implementation. Different samples were used in each phase. During the implementation phase, the participants were 45 mathematics, science and technology, and Thai language teachers under the Bangkok Metropolitan Administration in the 2025 academic year, selected through purposive sampling. The research instruments included a teacher training curriculum, a knowledge test, and a learning management competency assessment. Data were analyzed using the Modified Priority Needs Index (PNI Modified), percentage, mean, standard deviation, and t-test. The findings revealed that: 1) Teachers had an overall priority need for developing competency in literacy-oriented learning management (PNI Modified = 0.35), with workshop-based training being the highest priority (PNI Modified = 0.41); 2) The developed teacher training curriculum consisted of six components and was evaluated at the highest level of appropriateness (equation = 4.54, S.D. = 0.31) and feasibility (equation = 4.53, S.D. = 0.38); and 3) Teachers obtained significantly higher knowledge and learning management competency scores after the training than before the training and exceeded the predetermined criteria at the .05 level of statistical significance. The findings indicated that the developed curriculum systematically integrated literacy competencies within the PISA 2025 Framework into teacher professional development and provided a practical approach for strengthening teachers' competency in literacy-oriented learning management.
