GUIDELINES FOR PROMOTING KNOWLEDGE AND UNDERSTANDING OF THE PERSONAL DATA PROTECTION ACT 2019 (PDPA) AMONG CITIZENS IN SAI MAI DISTRICT, BANGKOK

Abstract
This mixed-methods research aimed to: 1) Examine the factors and the level of public knowledge and understanding of the Personal Data Protection Act B.E. 2562 (2019) among residents of Sai Mai District; 2) Compare the level of knowledge and understanding according to personal factors; 3) Analyze the relationship between supporting factors and the level of knowledge and understanding; and 4) propose guidelines for enhancing public knowledge and understanding of the law. Data were collected from 400 residents of Sai Mai District through questionnaires and from eight key informants through in-depth interviews. Quantitative data were analyzed using descriptive statistics, independent samples t-test, one-way analysis of variance (One-way ANOVA), and Pearson’s correlation coefficient, while qualitative data were analyzed using content analysis. The findings revealed that the overall level of supporting factors for knowledge and understanding was low ( = 2.39, S.D. = 0.96), whereas the overall level of knowledge and understanding of the law was moderate (
= 2.84, S.D. = 0.75). The comparative analysis indicated that respondents with different ages and income levels demonstrated significantly different levels of knowledge and understanding at the .05 level. However, no statistically significant differences were found with respect to gender, domicile, educational attainment, or occupation. Correlation analysis showed that the supporting factors had a low positive relationship with knowledge and understanding regarding limitations on data collection and the use of personal data, but a low negative relationship with knowledge and understanding regarding data security measures. The qualitative findings indicated that multi-channel public communication, the use of clear and accessible language, proactive communication, improved access to information, and community participation were key mechanisms for enhancing public knowledge and awareness of legal rights under the Personal Data Protection Act. The findings can be utilized to support policy formulation and improve communication strategies for personal data protection, thereby enhancing the effectiveness of public awareness and legal compliance.
