MANAGEMENT STRATEGIES FOR TRANSFORMING SMALL SCHOOL INTO LEARNING ORGANIZATIONS UNDER ROI ET PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

The objectives of this research are 1) Study the current conditions, desirable conditions, and priority needs for management toward becoming a learning organization; 2) Develop management strategies for becoming a learning organization; and 3) Evaluate the appropriateness and feasibility of the developed strategies in small-sized schools under the jurisdiction of Roi Et Primary Educational Service Area Office 1. This study employed a mixed-methods research design consisting of three phases. In Phase 1, the key informants included 5 school administrators and 5 teachers, totaling 10 participants. In Phase 2, the sample group consisted of 302 administrators and teachers selected through simple random sampling. In Phase 3, the management strategies were evaluated by 9 experts. The research instruments included questionnaires, semi-structured interviews, and assessment forms on appropriateness and feasibility. Data were analyzed using frequency, percentage, mean, standard deviation, and priority needs index ranking. The findings revealed that: 1) The current state of management toward becoming a learning organization was at a moderate level, whereas the desirable state was at a high level. The priority needs index (PNImodified) ranged from 0.291 to 0.416. 2) The developed management strategies consisted of vision, mission, goals, and strategies. Each strategy included measures, implementation methods, and indicators of success. The five major strategies were: strengthening collaborative teamwork, developing creative and learning-oriented mindsets, enhancing systems thinking capability, fostering and driving a shared organizational vision, and promoting personal mastery and continuous self-development. 3) The evaluation results indicated that all strategies and measures were rated at high to highest levels in terms of appropriateness and feasibility.
