Abstract

This research aimed to: 1) Examine the conditions and needs for developing specialized big data skills among medical record personnel; 2) Develop a practice-based training program to enhance big data management skills; and 3) Evaluate the effectiveness of the developed program. The study employed a Research and Development (R&D) approach conducted in three phases: needs assessment, program development, and program implementation. The sample group consisted of 20 medical record personnel from hospitals under the Department of Medical Services, selected through purposive sampling. The research instruments included a needs assessment questionnaire, a program suitability evaluation form, a knowledge and skills test on big data management, and a satisfaction questionnaire. Data were analyzed using descriptive statistics and dependent t-test analysis. The findings revealed that medical record personnel demonstrated a high level of need for developing big data management skills, particularly in data quality assessment, basic data analysis, and analytical information presentation. The developed training program was evaluated by experts as highly appropriate. The implementation results showed that the post-training mean score (equation = 17.07, S.D. = 1.19) was higher than the pre-training mean score (equation = 5.97, S.D. = 1.49), indicating that the program effectively enhanced the knowledge and skills of medical record personnel in big data management. Participants also reported a high level of satisfaction with the training program, especially regarding the practical activities and case studies that promoted understanding and the application of knowledge in real-world practice. In conclusion, the developed training program was effective in strengthening big data management competencies and demonstrated strong potential in supporting the development of a data-driven healthcare system.
