DEVELOPING A PARTICIPATORY COMMUNITY MANAGEMENT APPROACH IN THE ADMINISTRATION OF LEARNING RESOURCE MANAGEMENT OF SCHOOLS IN THE EDUCATIONAL SANDBOX

Abstract

This research article aims to 1) Study empirical data on community participatory management, 2) Develop guidelines for community participatory management, and 3) Evaluate the guidelines for community participatory management. It is a mixed-methods research. The sample group consisted of 108 school administrators, 331 teachers, and 331 chairpersons of the Basic Education Commission, totaling 432 people. Stratified random sampling was used, comparing population proportions to the Krejcie-Morgan table. Seven informants were selected, and 50 people were selected for evaluating the guidelines. The instruments used were questionnaires, interviews, and evaluation forms. Statistical methods used included mean, standard deviation, Priority Index (PNI), and content analysis. The research results showed that 1) The current state of community participatory management is at a moderate level, but the desired state is at a high level, especially in the area of ​​innovation plan management, which has the highest Priority Index (PNI). 2) The guidelines for community participatory management include: 2.1) Innovation plan management, with plans for using budgets and various funding sources to support information technology; 2.2) Innovation development management, increasing the capacity of teachers and administrators in producing innovations; and 2.3) Systemic innovation management. The existing system is adapted to the context 2.4) in terms of innovation base management, analysis of problems and obstacles in accessing learning resources, and 2.5) in terms of organizational partnership management, making agreements on policy setting, shared vision between schools and network partners, and 3) The results of the evaluation of the approach, overall, is feasible and beneficial at a high level.
