MODEL OF PROMOTING AND MONITORING EXTERNAL QUALITY ASSESSMENT UTILIZATION FOR THE QUALITY DEVELOPMENT OF SMALL SCHOOLS STAND ALONE

Abstract

          This article aimed to develop a model for promoting and monitoring the utilization of external quality assessment results to improve the quality of small stand-alone schools capable of self-reliance, using research and development methodology. The population consisted of 1,303 stand-alone quality small schools, and the purposive sample was 42 small schools that participated in Phase 1 of the project in the academic year 2023, with a total of 168 informants. In addition, 18 experts, including educational administrators, supervisors, school administrators, and teachers, totaling 16 persons, were involved. The research instruments included questionnaires, validity and feasibility assessment forms, operational status and satisfaction assessment forms, and appropriateness and usefulness assessment forms. Five experts examined Content validity by calculating the Index of Item-Objective Congruence (IOC), with values ranging from 0.80 to 1.00. Five experts also conducted document synthesis, structured interviews, and content and methodology reviews to assess the issues' coverage. Statistics used included mean, standard deviation, priority needs index, and content analysis. The research results revealed that the APDCA Promoting and Monitoring Model consisted of five components: 1) Principles, 2) Objectives, 3) Promotion and monitoring systems, 4) Evaluation guidelines, and 5) Success factors. The verification of the model showed that the accuracy ( = 4.52) and feasibility ( = 4.54) were high. The quality assessment found that the operational conditions ( = 4.35) and satisfaction ( = 4.06) were at a high level, and the overall suitability ( = 4.27) and usefulness ( = 4.33) were also at a high level.
