THE DEVELOPMENT OF A STUDENT CARE AND SUPPORT SYSTEM STRATEGY THROUGH COMMUNITY PARTICIPATION TO ENHANCE LEARNER QUALITY OF THANG PHOON SUBDISTRICT MUNICIPALITY KINDERGARTEN SCHOOL

Abstract
The objectives of this research were: 1) To study the current and desired conditions of the student care and support system with community participation; 2) To develop a student care and support system strategy with community participation to enhance learner quality at Thang Phoon Subdistrict Municipality Kindergarten School; 3) To study the impact of the developed strategies on learner quality; and 4) To evaluate satisfaction with the operational outcomes. A mixed-methods research design was used. The total sample consisted of 344 participants, including 22 teachers, 13 school board members, 309 parents, and 5 community/agency representatives, selected using purposive sampling. Questionnaires, interviews, and evaluation forms were used for data collection. Data were analyzed using the mean () and standard deviation (S.D.). Qualitative data were analyzed using SWOT Analysis, which is an assessment of internal strengths and weaknesses, as well as external opportunities and threats. The study found that: 1) The current level of community participation was at a moderate level (
= 3.22, S.D. = 0.42). 2) The strategy development involved four dimensions for managing the student care system with community participation: 2.1) Network Cooperation Management, 2.2) Integrated Caring and Helping Process, 2.3) Student Potential Development, and 2.4) Promoting Community Relations. 3) The strategies were rated by experts as having a very high level of appropriateness (
= 4.67, S.D. = 0.47), and the overall learner quality was at a high level (
= 4.54, S.D. = 0.52). 4) Overall satisfaction with the strategies was at a high level (
= 4.42, S.D. = 0.60). The research findings reflect that community participation is a key factor that helps effectively strengthen the student care and support system and clearly contributes to learner quality.
