LEGAL ENFORCEMENT PROBLEMS TO PROMOTE SUPPORT AND DEVELOP THE SOCIAL WELFARE PROCESS ARRANGED BY THE COMMUNITY IN THE SOCIAL WELFARE SYSTEM OF THAILAND

Abstract

The dissertation aims to study basic information, concept, principle and legal theory regarding the promotion and development of social welfare process by community in the social welfare system, including the legal measurement thereof in Thailand and other countries, in order to efficiently and sustainably resolve the problem on the legal enforcement on the promotion and development of social welfare process by community in the social welfare system in Thailand.

          The study found that:

          There are many issues as to the enforcement of laws on the promote and development of social welfare process by community in the social welfare system in Thailand where the laws create several criterions which lead to the disparity and inequality. Besides, the overlapping power between government sectors also causes the duplication of expenditure. The issues aforesaid, therefore, are the reason which make difficulties for the sustainable promotion and development of social welfare process by community in Thailand. The researcher, therefore, sees that the laws and regulations on the promotion and development of social welfare process by community in the social welfare system should be amended into one law.
