SOME LEGAL PROBLEMS AND OBSTACLES CONCERNING DEPARTMENT OF TERRITORIAL DEFENSE

Abstract

The purpose of this research is 1) to study legal problems and obstacles in the enforcement of the law on land protection volunteers, and 2) to suggest solutions for solving problems and obstacles in the enforcement of the law on soil conservation volunteers. land Is a qualitative research By studying documents, concepts, theories and laws both in Thailand and abroad Relating to legal problems and obstacles in the enforcement of the law on land protection volunteers Then the data obtained from the study was analyzed to find legal scales for the amendment of the Volunteer Territorial Defense Act 1954 to be more modern.

          The results of the research showed that:

1. Legal Problems and Obstacles in Enforcing the Law on Land Volunteer Division Problems encountered are legal obstacles, including 1) problems with the establishment of the Territorial Defense Volunteer Division, 2) the problems with the rank of the Territorial Defense Volunteers, and 3) the problems related to the medical expenses of the Territorial Defense Volunteers.


2. Suggestions for solutions to legal problems and obstacles in enforcing the law on land protection volunteers found that the Land Volunteer Division Act 1954 should be amended in the role of the Volunteer Division of Territorial Defense. Must specify the vision and direction to develop the Volunteer Division to protect the land more widely The district land volunteer division should be established in every area in order to expand the mission together with the village headman to maintain order at the village level, to develop the potential of the land volunteer division to be the core of joining forces with the people. And should solve problems related to rank and problems related to medical welfare of volunteers In order to be appropriate and fair.
